Donna is most interesting, I've found, as a spice added on top.
That's a good way to put it I think. I love her as part of the Doctor's story, or present to Doctor/Rose shenanigans but on her own...well I still love her I suppose because she's still Donna but...well Donna is Donna; she awesome, amazing and there to spice things up but not as much of a...story as some of the others.
Rose is... Rose. I don't think there'll ever be another one like her. Certainly not while Moffat's writing.
Sure as hell not while Moffat's at the helm. But I also think it's going to be a while until the show needs another Rose. I think Rose has been more my view into the Doctor in season 3&4 than she even was in season 1&2 (baring "Rose" obviously) because she taught me how to see the Doctor. I need to be retaught.
If I was planning on watching season 5 I'd be dreading the type of companion Moffat will invent, and then how little importance she'll probably have. I'll be curious to read about whether non-Moffat episodes manage to deal with it to some extent though.
