I saw Rose assuming the Doctor's role before that, but somehow that moment just seemed so very Doctorish that it wasn't just Rose carrying on the role any more, I felt she really had become him in so many ways. Now of course when last we saw her she'd already started that way, the way she talked to the Daleks was pretty good evidence, plus TIL and TSP, and FH, and really a good portion of season 2; but like I said, something in that moment just made it...gel with me fully.
And a;so, I don't think she wanted to try and say talk about the relationship with Donna, because she didn't want to make Donna feel like Ros was pushing to get the Doctor back for herself, the important thing was saving the world. Really a comparison could be drawn the TRB in a lot of ways, the Doctor/Rose dealing with the other being lost and putting a lot of pressure on Donna to be in this with them, but trying not to outwardly make it all about the loss of Rose/the Doctor.
