He's only known Elena around a month too (including time he spent daggered). I while I don't think he's all the way in love with her yet either, their relationship being more respectful and equal makes me more comfortable calling it love that I am with him and Kat. He had definitely started to care for Kat but it feels...less meaningful that what he's coming to feel for Elena. Again I end up coming back to that he had to look past his expectations with Elena, which meant he had to see *her.* It's not just the way I think he was feeling so many Tatia things around Kat, but I also don't feel like he really saw who she was, because his memories of her are of the more naive innocent face she presented to them than the harder survivor she proved to be. While I could be persuaded that the truth of Katerina's story lies somewhere between Kat's memories and Elijah's, we still know that certain things happened that doesn't quite jive with the Katerina presented in Elijah's memories.
So even if I could say he was feeling love like feelings for her I'd still end up thinking it wasn't really a real thing. Hell, Kat ran to save her life and Elijah still hates her, Elena *stabbed Elijah in the heart* and he only came to care for and respect her more for it.
But yeah, tragedy that they will never be allowed to be in canon.
